Description: The Savings Association Insurance Fund crisis underscores a glaring incongruity: a deposit insurance system funded by two differently priced funds. The net effect of such a system is to cause banks and savings and loans to switch to whatever fund is the most stable, leaving the higher-premium fund vulnerable to insolvency. Merging the two makes sense, especially since thrifts need a broader, updated charter, on par with commercial banks.
