  • Description: Largely an historical analysis, this essay represents an attempt to highlight the changing nature of the Commonwealth. The rise of one-party states is accounted for on the basis of expedience & a brief "interlude of responsible gov" rather than on a well thought-out ideology. As the org has moved from an exclusive 'all-white' to a multinat'l club, it has lost some of its impetus & raison d'etre. Despite such problems the Commonwealth still provides "a mechanism for internat'l cooperation between member states, & ... is contributing to unity amidst diversity & pol'al pluralism despite power blocs."
