Description: The insurance holding company phenomenon of the 1960's prompted the New York Insurance Department to appoint a special committee to evaluate the impact of these revolutionary events on the insurance industry. As a result of this investigation the New York Insurance Code was modified in 1969 to permit insurers to use senior securities, such as bonds and preferred stock, in their capital structure. This change was designed to open up new sources of capital.
