  • Description: Article 29 of the 1907 Electoral Law stated that there would be no ballot if the number of candidates equalled that of the posts to be filled in an electoral process. And this was still in force on 12th April 1931, when the municipal elections leading to the birth of the Spanish Second Republic were held. The consequences –the existence of non-elected councils and councillors– were kept until the April 1933 partial municipal elections. The aim of this paper is to show the impact and the amendment of Article 29 in the province of Valencia. A second aim is to compare, from a new perspective, that impact in provinces like that of Valencia, where there were big cities during the thirties, to others traditionally considered most affected on the basis of their relatively high population numbers.
