Description: Sees the merit in a left-right alliance against the World Bank, and examines the dilemma facing progressives who find themselves on the same side of the debate as conservatives. At issue is whether progressives should support World Bank reform or elimination. Evidence of a US shift away from multilateral globalization is evident in its relationship to the World Trade Organization; the Bush administration's sidestepping of the International Monetary Fund and World Bank in favor of bilateral foreign aid is discussed, along with its advocacy of World Bank defunding. The right-wing critique of the World Bank, which seeks to downsize various branches of the institution and defund it, is analyzed. Given this, how progressives should proceed in terms of alliances is considered, outlining points of right-left agreement as well as departure. It is contended that conservative eagerness to reform the World Bank should be viewed as an opportunity by progressives to align with forces that weaken the Bank's grip on development policy. D.
