Description: Because of its potential to preserve open space and promote revitalization of the urban core in declining cities, "smart growth" strategies to curb urban sprawl have become a major US public policy issue. Policymakers can choose from a wide array of antisprawl policies, including urban growth boundaries, development taxes, subsidies to infill development, and direct purchases of open space at the urban fringe. This paper extends Bento, Franco, and Kaffine (2008h) and examines further the critical importance of alternative revenue-recycling schemes, as a source of additional welfare from antisprawl policies. The authors develop a static model of an open city with all employment located at the central business district (CBD). There is a blighted area located around the CBD, defined as a set of neighborhoods, which exhibit physical housing deterioration. Development tax revenues can be used to internalize spatial externalities that contribute to urban sprawl, such as undervaluation of permanent open space and urban decline.
