  • Description: Using comparative approach, the research reviewed research work of authors on historical movement of foreign direct investment (FDI), especially UNCTAD's Annual World Investment Report Series on international investment covering period 1980s-2021, with specific milestone reports of 1991, 1999, 2009, 2020-2021 to identify the global shift pattern of FDI after economic shocks like economic recession, financial crisis and countries' policy responses, respectively. The results are expected to shed light on relevant and appropriate policy reactions to current Covid-19 pandemic and implications for developing countries, especially Vietnam. By analyzing Vietnam's current comparative advantages in attracting FDI based on theory of John Dunning (1977), the research suggests the policy implications of global shift of FDI for Vietnam in the situation of Covid-19 pandemic and future shocks: (1) reviewing and improving risk governance policies, (2) addressing and improving comparative advantages in FDI attraction (3) accelerating international and regional integration as momentum for FDI attraction (4) gathering important variables in FDI determination, (5) fostering positive spillover effects of FDI.
