  • Description: Sri Lanka's operational risk ratings are presented. The ethnic conflict between the government and the Tamil Tigers is the principal security risk. The political scene is dominated by two parties with differing views on the Tamil insurgency and economic policy. Indirect taxes are the main source of revenue, and the government has on several occasions raised these when it faces budgetary constraints. The labor force is literate and well-educated, but there is a skills mismatch in certain industries, with the education system releasing students with the wrong skills set. The quality of infrastructure is poor and was further damaged by the 2004 tsunami.
