Description: In 1972, Congress enacted the Nutrition Act under Title VII of the Older Americans Act in order to initiate a new national policy which would provide older Americans, particularly those with low incomes, with nutritionally sound meals served in strategically located community centers. There is little evidence that Title VII outreach efforts actually identifies, informs, and persuades the neediest elderly to participate. This paper identifies some of the significant personal, environmental, and programmatic barriers to effective outreach that exist today. Policy and program recommendations are proposed to overcome the negative impact of these barriers.
