  • Description: This paper traces the origin of the "local action plan for sustainable development" that has become increasingly important for cities and municipalities since the United Nations Earth Summit (also called the UN Conference on Environment and Development, UNCED) in June 1992. It describes the response in the United Kingdom and at the World Bank and discusses guidelines for undertaking a local action plan, including the principles that underlie it, the content, the main actors and the implementation.
