Description:
In an interview, J. Leonard Ledbetter, president of Law Environmental Inc., discussed the role of the paper industry in reducing dioxin levels. For pulp and paper mills, research has shown that the mill is the exact source of emissions, and just a few miles below the mill, fish are found with concentrated amounts of dioxin in their tissue. However, for the other sources that release larger amounts of dioxin, it has been difficult to pinpoint where the dioxin is concentrated. The Environmental Protection Agency has tended to exaggerate the issue with paper mills to some degree and has held firmly on the dioxin standard. There are 2 approaches that mills must use in the current, highly regulated environmental atmosphere. They must be able to deal with the technology for reduction, but they also must know regulatory requirements and keep abreast of regulatory changes. There likely will be more regulations that will put emphasis on going back up the process stream to change the way mills operate, thereby lessening the pollution potential.
