To strengthen the implementation of evaluation in this Digital Demonstrator (DemoEs) project, we turned to the RUFDATAE (Reasons, Uses, Focus, Data, Audience, Timing, Agency, Ethics) methodology developed by Saunders (2000) and enriched by Cook (2021). This participatory approach enables members of the institution to take ownership of the evaluation process, building evaluation plans tailored to their projects by answering eight fundamental questions: Why evaluate? For what purposes? About which objects or phenomena? On the basis of what data? For whom? According to what schedule? Implemented by whom and with whom? According to what shared values and rules? This approach should reinforce their ability to interpret, act and evolve within the organization. What's more, this method resonates with Fetterman and Wandersman's (2005) concept of "empowerment evaluation", emphasizing the development of organizational capabilities. The very essence of RUFDATAE is to build knowledge from actors' experiences and give meaning to their actions. It offers a collaborative framework, where stakeholders can draw up an evaluation plan that aligns their objectives, questions and key indicators. Afin de renforcer la mise en œuvre de l’évaluation dans ce projet de Démonstrateur numérique (DemoEs), nous nous sommes tournés vers la méthodologie RUFDATAE (Reasons, Uses, Focus, Data, Audience, Timing, Agency, Ethics) développée par Saunders (2000) et enrichie par Cook (2021). Cette approche participative, permet aux membres de l'institution de s'approprier le processus d'évaluation en construisant des plans d’évaluation adaptés à leurs projets par la réponse à huit questions fondamentales : une évaluation pourquoi ? Pour quels usages ? A propos de quels objets ou phénomènes ? Sur la base de quelles données ? Pour qui ? Selon quelle planification ? Mise en œuvre par qui et avec qui ? Selon quelles valeurs et règles partagées ? Cette démarche doit renforcer leur capacité à interpréter, à agir et à évoluer au sein de l'organisation. De plus, cette méthode résonne avec le concept d'"empowerment evaluation" de Fetterman et Wandersman (2005), mettant l'accent sur le développement des capacités organisationnelles. L'essence même de RUFDATAE est de construire la connaissance à partir des expériences des acteurs et de donner du sens à leurs actions. Elle propose un cadre collaboratif, où les acteurs peuvent élaborer un plan d'évaluation qui aligne leurs objectifs, leurs questions et leurs indicateurs clés.
