This paper seeks to relate two historical junctures in the American continent that allow viewing biopolitics of ethnic selection and homogenization in the second half of the nineteenth century linked to human mobility: on the one hand, the emigration plans of freed slaves abroad in the A. Lincoln’s government and, on the other hand, the forging of a colonization and immigration law in Costa Rica of 1862. This theoretical and methodological helps to put into context a decree that has been mentioned many times but never explained in a slightly deep way. Este trabajo procura relacionar dos coyunturas históricas en el continente americano que permiten visualizar biopolíticas de selección étnica y homogeneización en la segunda mitad del siglo XIX vinculadas a la movilidad humana: por un lado, los planes de emigración de esclavos libertos hacia el extranjero en la administración de A. Lincoln y, por otro lado, la forja de una ley de colonización e inmigración en Costa Rica de 1862. Este acercamiento teórico-metodológico ayuda a poner en contexto un decreto que ha sido muchísimas veces mencionado, pero nunca explicado de manera un poco profunda. Cette recherche vise à mettre en relation deux moments historiques du continent américain qui nous permettent de visualiser les biopolitiques de sélection et d'homogénéisation ethniques de la seconde moitié du XIXe siècle liées à la mobilité humaine : d'une part, les plans d'émigration des esclaves libérés à l'étranger dans l'administration d'A. Lincoln et, d'autre part, l'élaboration d'une loi sur la colonisation et l'immigration au Costa Rica en 1862. Cette approche théorico-méthodologique permet de replacer dans son contexte un décret maintes fois évoqué, mais jamais expliqué en profondeur.
