  • Description: The IHR provide a legal framework that defines the rights and obligations of parties in handling public health events and emergencies that have the potential to cross borders, including criteria for declaring a public health emergency of international concern (PHEIC). Mohammad Kamruzzaman, a delegate of Bangladesh to the IHR talks, told The Lancet, “In the IHR amendments, developing countries are thinking of two very important aspects, first on Art 13 that captures public health response and second on article 44 'on collaboration and assistance’, because of the failure of member states to deliver on these two articles during COVID-19, and the crises they triggered. A marathon round of INB talks from March 18 to 28 failed to clinch a deal because of differences over equity issues related to medical countermeasures, benefit sharing, intellectual property, and sustainable finance.
