IS the American farmer overtaxed? This question has usually been answered in the affirmative by impartial students of the subject, as well as by the farmers themselves; but, on the other hand, complaint is frequently made, especially by metropolitan newspapers, that too much of the burden of taxation is being thrown upon the cities. From New York to San Francisco, in editorial articles and otherwise, it is made to appear that the chief work of state boards of equalization consists in transferring to the cities taxes which ought to be paid by the country districts.
