  • Description: This article uses an anthropological approach to show how the contemporary disability rights movement in post-Soviet Ukraine is situated between the local and the global. It provides an overview of developments in civil society initiatives around disability rights through case studies of rights legislation and the work of grassroots disability advocacy NGOs. Special attention is paid to spaces of "state capture" of disability issues and ways local activists resist and participate in this capture. The author suggests specific tactics that disability rights advocates might pursue to further enact change in their communities, including fielding candidates for political office, pursuing linkages with international partners and developing public service announcements and other informational campaigns.
