  • Description: The memorandum describes an application of the techniques of system analysis to educational planning. Particular emphasis is placed on evaluating the usefulness of technology in education, especially television. In contrast to most analyses of educational technology, the present study (1) considers the technology as it interrelates with the entire educational system in which it is to function, and (2) proposes alternative means to attain similar improvements in that system. By comparing the cost of alternative ways to attain similar improvements, the study shows that the cost of technological improvements is approximately the same as that of improvements achieved through more conventional means.
