  • Description: Oregon's public interest group, 1000 Friends of Oregon, has won 90% of the law suits it has ever brought. The group began after Senate Bill 100, a state planning bill, was signed on May 29, 1973. In 1974, Henry Richmond, III, a recent graduate of the University of Oregon law school, and a few other young activists concerned about land-use issues concluded that an advocacy group was needed to help preserve the law in the face of what they believed was inevitable opposition to good land-use planning decisions. Governor Tom McCall, Oregon's maverick Republican and champion of the environment, promised his support and sent Richmond the names of potential contributors. Controversy over Oregon's statewide land-use planning helped to strengthen the law, and 1000 Friends went on to build coalitions with home builders and business groups. Today, the group has a budget of $2 million, a staff of 23, and offices in downtown Portland and in Washington, DC. In line with its belief that only local citizens have the political power to change Oregon's weak statewide planning enforcement tools, 1000 Friends has hired a community organizer to work with citizen groups in fast-growing Jackson and Deschutes counties, both magnets for Californians seeking Oregon's wide open spaces.
