Description:
Since settlement in 1788, housing policy in Australia has always been subjected to several levels of regulation and control exercised by different levels of authority. For a broader discussion of multi-level governance (MLG) of urban development see Stilwell and Troy (2000). Initially, regulations governing housing were introduced by the central colonial administration in London, although early governors had a high degree of discretion over urban regulations, including control over aspects of housing. Later, a degree of devolution of responsibility for aspects of housing occurred as the realities of centralised administration overwhelmed the central administration in each colony.
