  • Description: Although there is a clear need in Japan for pedagogical approaches that teach English as an international language, a wide range of recent studies shows that it is still being taught according to linguistic & cultural norms of the inner circle, both British & American. Matsuda's (2002) study of English textbooks for Japanese students & various studies of student & teacher attitudes are summarized in this connection to show that current practice, while appropriate for those students who intend to function in inner-circle countries, fails to meet the needs of most Japanese, who are equally likely to be exposed to outer- & expanding-circle English. In particular, Japanese students & teachers continue to cede ownership of English to its native speakers & internalize a world view that devalues their own international status. Initiatives to incorporate World Englishes in courses of English as an international language would include programs of interaction with speakers of different varieties, assessment that focuses on communicative effectiveness instead of grammatical correctness, teaching materials that represent World Englishes & their users, & preservice teacher education from a World Englishes perspective. 49 References.
