Il imprègne à la fois une partie des réformes mondiales conduites dans le secteur public, qui ont pour objectif d'améliorer la performance des organisations et des services publics, et aussi un courant de littérature scientifique, qui critique la montée de l'importance du management dans le fonctionnement des organisations publiques.
